Abstract
Purpose
The purpose of this study is to introduce a virtual collaborative learning setting called “Net Economy”, which we established as part of an international learning network of currently six universities, and present our approach to continuously improve the course in each cycle.
Design/methodology/approach
Using the community of inquiry framework as guidance and canonical action research (CAR) as the chosen research design, the discussion forum of the online course is assessed regarding its critical thinking value. We thereby measure critical thinking with the help of the according model provided by Newman et al. (1995), which differentiates 40 indicators of critical thinking from 10 different categories.
Findings
The calculated critical thinking ratios for the analyzed two discussion threads indicate a strong use of outside knowledge, intensive justification and critical assessment of posts by the students. But at the same time, there are also weak spots, like manifold repetitions. Based on these results, we derive changes for the next course cycle to improve the critical thinking of the students.
Originality/value
A comparison of the results after the next course cycle will then allow us to assess the effects of the implemented changes, which would not be possible without a critical thinking diagnosis approach.

Abstract
Purpose
While sustainable development policies are mostly set based on United Nations (UN) geoscheme classification, no study attempts to examine the impact of influential economic variables such as energy consumption (EC) and merchandise exports (ME) on carbon dioxide (CO2) emission in the UN geoscheme regions. The purpose of this paper is to examine the possible impact of EC and ME on CO2 emission in UN geoscheme classification regions such as Africa, America, Arab, Asia and Europe.
Design/methodology/approach
This paper uses autoregressive distributed lag (ARDL), Pedroni panel cointegration and panel Granger causality methodologies covering an annual panel data sampling period from 1971 to 2014.
Findings
The results show that there is bidirectional causality between all three variables in the European and American panel except for the non-causality from CO2 to EC in the American panel. These findings suggest possible consequences of weaker energy efficiency (even under environmental policy tightening) and strong demand for energy-intensive economic activities in those regions. Developed countries with higher environmental policy tightening (America and Europe) show significant estimates from the chosen tests supporting the Porter hypothesis. EC and ME have a long-run impact on CO2 emission in American and European panels. The African region has the least environmental impact of pollution from ME.
Practical implications
The ME and EC have a direct significant impact on CO2 emission in America and Europe. As these causalities, co-integrations and their impacts share a long-run equilibrium relationship, policymakers must design long-term industry policies such as cleaner production techniques focusing on environmentally sustainable practices. Also, it is suggested that the policymakers must ensure that they implement more robust policies and standards for environmental-friendly export production.
Originality/value
This is the first paper that examines the impact of EC and ME on CO2 emission in UN geoscheme regions. The findings of this paper provide theoretical implications supporting Porter hypothesis and practical implications for policymaking.

Abstract
Purpose
The purpose of this paper is to study reducing the variation of environmental footprint estimates based on multiregional input–output (MRIO) databases. Footprint estimates from various MRIO databases sometimes vary significantly. As a result, conclusions about the absolute levels or trends of a footprint may be inconsistent. The sources of these variations are attributable to three phases in the footprint calculations: differences in data preparation, MRIO database construction and footprint calculation.
Design/methodology/approach
This paper provides a literature overview and a breakdown of the computation of footprints based on MRIO database. Based on these insights, strategies that lead to lower variation in footprint estimates are formulated.
Findings
Convergence of footprint estimates require enhanced cooperation amongst academics, among statisticians and between academics and statisticians.
Originality/value
Reducing the variation in footprint estimates is a major challenge. This paper aims to contribute to this convergence in three ways. First, this paper provides the first overview of footprint work at statistical offices, government agencies and international organisations. These are the front-runners that may play a role in cooperating with academics (and other statistical offices) to resolve some of the issues. Second, a detailed analysis of the sources of the variation in estimates is provided. These problems are illustrated using examples from the various MRIO databases and the data of Statistics Netherlands. Third, strategies are discussed that might help reduce variation between footprint estimates.

Abstract
The first part of this paper discusses why and how organizations join collaborative arrangements in transforming business sectors. In order to address this research question from an organization–environment co-evolution perspective, the authors begin with working out a respective framework for analysis founded on competence-based theory under the umbrella of market process theory. The starting of point of the investigation are results from comprehensive qualitative research conducted within the currently highly turbulent German healthcare sector. Embedded into an interactive research design, the fieldwork reveals a taxonomy of three reasons to cooperate in volatile environments: (1) closing resource and competence gaps in so-called “gap-closing alliances,” (2) preparing for unexpected developments in so-called “option networks,” and (3) intending to exert influence on the relevant business environment in so-called “steering alliances.” Detailed findings and particularities for the field of competence research are briefly summarized. They emanate especially from an evolutionary angle and include timing (reacting adequately to strategic windows in the market), historicity, path dependencies (on both the firm and market/industry level), and an evolutionary interpretation of resource/competence specificity.
The central research question in the second part of the paper is whether and how competence-based management of alliances is applicable to the education sector and for deriving respective management implications. For this reason, an exploratory case study is conducted of the German MBA program “Net Economy,” featuring innovative teaching methods like blended learning arrangements, multimedia case studies, and transnational learning processes in an international learning network.

Abstract
Internal control evaluation is a critical component of the overall audit process, mandated by auditing standards worldwide. These standards divide internal control structures into a number of elements, summarised as the control environment, information systems, and control procedures. Significant research exists as to auditors’ evaluations of internal controls. However, little work appears to consider the elements’ inter‐actions and relative significance. This study attempts to gauge the relative importance external auditors assign to the three elements. 94 practicing auditors evaluated internal control structures in two fictitious companies, one with strong internal control elements throughout, the other with one of the three set at a lower reliability level. The results indicate auditors consider control environment the most important element of internal control. The effect of weakening this element was that auditors assessed all three elements and overall evaluation as less reliable. Varying the other two elements did not have such significant effects. The findings carry ramifications for the auditing profession, particularly in drafting auditing standards on risk assessment.

Abstract
As the world economies have become more integrated and with the global economy subsequently growing, there is increasing concern regarding how such trends will affect the developing and developed nations’ trade, trade in services, gross domestic product (GDP) growth, and climate change. In fact, the relationship between globalization and the environment has become quite contentious in policy circles. In part in response to these controversies, a burgeoning amount of academic attention has emerged that examines the globalization linkage between trade and economic growth as an after effect (positive and negative). Although there have been advances in the thinking about these relationships, significant challenges still persist. In light of the above, this chapter talks about the evolution of globalization, prevailing benefits and also caters to the views of some famous economists like Stiglitz, Simon Kuznets. The crucial aspects include the review of globalization on the basis of certain parameters like Trade (as % of GDP), Trade in services (as % of GDP), per capita CO2 emissions and per capita GDP that have impacted the trends of both developed and developing nations. It arrives at the position that many current and proposed national and multilateral environmental policies are in a possible conflict with current and proposed trade and investment rules. When climate policy and global trade rules are combined, the nature of their linkage is often a function of both domestic and international politics. This also implies that, despite the worldwide awareness of climate change, the address of climate change in trade will become increasingly significant for reducing carbon footprints.

Abstract
This chapter offers an alternative to mainstream policy studies analysis of educational policy in postcommunist Ukraine. Taking its many insights from Foucault-inspired studies of education policy (Besley and Peters, 2007; Doherty, 2006, 2007; Fejes and Nicoll, 2007; Fimyar, 2008a, 2008b; Lindblad and Popkewitz, 2004; Marshall, 1998; Masschelein, Simons, Bröckling, and Pongratz, 2007; Peters, 2001, 2004, 2006; Peters and Besley, 2007; Popkewitz, 2007; Tikly, 2003), this chapter identifies and examines a new domain of analysis, termed in this chapter policy rationalities or policy why(s). Policy rationalities are conceptualized in this chapter as structures distinct from policy discourses that enable the emergence of some discourses and constrain the emergence or reception of others. “Conditions of possibility,” “background practices,” or “epistemes” are some other ways of thinking about the abstract – yet important for the study of policy – term of “policy rationalities.” Fourteen policy documents and 17 years of policy-making (1991–2008) represent textual and temporal borders of analysis. The official authorship of the documents is limited to the three state actors, namely, the President, Parliament, and the Cabinet of Ministers. The rationale for not including the ministerial documents in the analysis is explained in the chapter. The main methods employed by the study are deconstruction and discourse analysis. The chapter discusses three sets of policy rationalities: the rationalities of nation- and state-building, the rationalities of comparison and critique, and, what I will call, the rationalities of “catching-up” Europeanization. The study also traces the textual constructions of the models of individual, society, and the state as well as the definitions of education, upbringing, and educational governance in the documents under analysis. The chapter makes an important contribution to the current debates in policy sociology and governmentality studies by mapping out a new terrain of inquiry, i.e., policy rationalities, as an important starting point for the analysis of educational reform and change.

Abstract
Purpose
Upon discharge, US service members experience an instantaneous immersion back into civilian life. One of the most challenging aspects of that reimmersion is the reentry/entry into the civilian workforce. As such, it is necessary to study the returning veteran's employment experience when considering the veteran's civilian reintegration. The purpose of this study was to analyze and evaluate the returning veteran's civilian employment experience and to identify challenges faced by the veteran in the civilian onboarding experience.
Design/methodology/approach
This study is a qualitative analysis in which 27 military veterans were interviewed about their experience with civilian reemployment. The results of the interviews were compiled, analyzed and grouped by common theme. This study explains some of the major issues confronted by the newly separated veteran and discusses how those challenges may influence job satisfaction and job performance.
Findings
The analysis identified the following three main themes that posed challenges to the veteran to civilian employment transition: civilian employer’s military job knowledge deficit, veteran anxiety with civilian employer’s lack of clearly defined new-hire processes and civilian employer misunderstanding of veteran compensation, benefits and family involvement expectations.
Research limitations/implications
This study is beneficial to scholars in as much as it will help to more clearly identify literature gaps, provide direction on emerging research concepts, add to the existing literature on the veteran to civilian transitions and connect research areas that have not yet been adequately studied. Future research would be well served to follow a similar program of research but by employing different research methods in order to address the limitations outlined above and further support the findings of this research. Specifically, future research should sample across a wider set of individuals as study participants (time since discharge, age, military rank at time of separation, reserve status, etc.). By doing this, future researchers may be able to determine how perceptions change over time and with regard to military experience. A second area of future research may be to conduct related research based on civilian employment opportunities and qualifications. Specific areas of study to be considered should be focused primarily on the macro issues such as military leadership and translating military experiences and skill sets to civilian contexts. Unlike other findings in this research, these two areas cannot be affected at the organizational level, and as such require concept exploration and clarity.
Practical implications
This study provides guidance and direction for veterans and employers alike by outlining areas that may be challenging for new-hire military veterans and bringing to light areas where the civilian onboarding experience can improve to better accommodate veterans. Further, this study identifies areas that directly or indirectly contribute to high veteran turnover rates and ultimately high veteran unemployment rates.
Originality/value
This original quantitative study conducted by the author specifically identifies several areas in the veteran to civilian employment transition that pose challenges for the returning veteran. All data for this study were gathered and analyzed using first-hand face-to-face interviews and established data analysis methods by the researcher.
